Gas Safety Week returns this September with a clear and important message: “Take No Chances.” The annual national campaign, led by Gas Safe Register, brings together organisations across the energy, housing, utilities and safety sectors to promote gas safety awareness and help protect consumers from avoidable risks associated with unsafe gas appliances.

The campaign serves as a reminder that gas safety is a shared responsibility. Whether you are a homeowner, landlord, housing provider, engineer, metering professional or energy supplier, everyone has a role to play in helping keep homes and communities safe. This year’s theme encourages consumers not to ignore warning signs, to act promptly when concerns arise, and to ensure that gas work is always carried out by appropriately qualified and registered professionals.

For the UK’s metering sector, safety remains at the heart of every customer interaction. Meter operators, metering technicians and field engineers regularly enter customers’ homes and businesses, placing them in a unique position to identify potential safety concerns and reinforce important gas safety messages. While metering professionals are not responsible for servicing gas appliances, they contribute significantly to the industry’s broader commitment to consumer safety through vigilance, reporting processes and engagement with customers.

Unsafe or poorly maintained gas appliances can lead to gas leaks, fires, explosions and carbon monoxide poisoning. Carbon monoxide remains particularly dangerous because it cannot be seen, smelt or tasted, making consumer awareness and preventative action essential. Previous Gas Safety Week campaigns have consistently emphasised the importance of regular appliance servicing, the use of qualified Gas Safe registered engineers, and the installation and testing of carbon monoxide alarms. 

Gas Safety Week also provides an opportunity for organisations across the energy sector to demonstrate their commitment to public safety. Neutral Current Diversion Demonstration – A Safety Reminder for AMO Members

AMO members may find the recent Neutral Current Diversion Demonstration  a valuable reminder of the risks associated with diverted neutral currents and broken PEN (Protective Earth and Neutral) conductors within PME networks. The demonstration uses a practical test rig to show how electrical current can continue to flow through unintended paths when a neutral conductor is compromised, creating potentially dangerous situations for both operatives and consumers. 

The video illustrates how neighbouring properties can become electrically connected through shared metallic services and bonding arrangements. When a service neutral is interrupted, current may seek alternative return paths through gas pipes, water pipes and other metallic infrastructure, resulting in what is known as Neutral Current Diversion (NCD). The demonstration highlights that a property may continue to appear energised even when a neutral connection has been broken, potentially giving a false impression that the installation is safe to work on.

For metering professionals, the key message is that traditional isolation and proving procedures may not always identify the presence of diverted neutral currents. The demonstration reinforces the importance of following established safety processes, understanding the characteristics of PME systems, and remaining alert to circumstances where current may be flowing through extraneous conductive parts.

The wider industry continues to highlight NCD as an important safety issue. Research coordinated through industry bodies has shown that when a PEN conductor is lost or deteriorates, current can be diverted through shared metallic services, creating risks including overheating of bonding conductors, damage to equipment, elevated touch voltages, and in extreme circumstances fire or explosion.

The demonstration is particularly relevant to AMO members undertaking meter exchanges, service alterations, investigations and other work at customers’ premises. The REC code manger has released the latest Consolidated Metering Code of Practice (CoMCoP) Version 3.1, which introduces a significant enhancement for users: a filterable spreadsheet designed to make navigation and data analysis easier than ever.

AMO and ENA Launch Inaugural Bilateral Working Group to Drive Industry Collaboration

The Association of Meter Operators (AMO) and the Energy Networks Association (ENA) have joined forces to launch the inaugural AMO/ENA Bilateral Working Group, a new collaborative forum designed to strengthen ties between meter operators and network operators across Great Britain.

The Working Group aims to foster open dialogue, address shared industry challenges, and promote best practices, with a strong focus on enhancing coordination and communication between all parties involved in energy metering and network operations. The initiative also welcomes participation from other relevant bodies, to ensure a broad range of expertise and perspectives are represented.

Key Objectives

The AMO/ENA Bilateral Working Group is committed to:

  • Identifying and addressing common issues related to service points.
  • Sharing and promoting industry best practices.
  • Enhancing communication and coordination between meter and network operators.
  • Supporting the development of consistent and efficient industry processes. 

Meetings will be held twice a year, alternating hosts between AMO and ENA, and co-chaired by representatives from both organisations.

Energy Theft Photo Evidence

In a recent meeting of the Theft Issues Group, the topic of discussion was I0253 Theft – DNO/Networks not providing photos . It was highlighted that Network parties (DNOs/Gas Transporters) often dont provide evidence of energy theft during safety work, leaving suppliers without the necessary proof for Theft Detection Incentive Scheme (TDIS) claims. A proposed solution suggested that network parties should be obligated to take photos (or sketches if photos aren’t possible) of suspected or actual theft, provided it is safe to do so. This evidence should be shared proactively with suppliers, not just on request, using flexible communication methods while ensuring GDPR compliance.
 
However, concerns were raised regarding the reliability and burden of sketches. There have been calls for standardised reporting and clearer evidentiary requirements. Additionally, suggestions have been made to use body cameras or video footage as alternatives.
 
Another related issue has now been raised, I0292 Obligate Energy Suppliers to provide photo evidence of theft to Network Parties. This issue, accepted as a new REC issue on 14 November 2025, was originally submitted as an alternative to I0253 and was later treated as a separate issue due to differing problem statements. This proposal is a response to I0253, which obligates DNOs to provide photographic evidence of energy theft to suppliers. I0292 seeks to make this obligation reciprocal, so that suppliers must also provide photo evidence to DNOs.

Gas Safe Register Decade Review

The GSR Decade Review is a comprehensive assessment of the UK downstream gas industry over the past ten years. The review is being conducted on behalf of Gas Safe Register, with recommendations to be made to the Health and Safety Executive (HSE). The main aims are to:

  • Explore current arrangements for promoting gas safety across the UK.
  • Identify areas of strength and weakness in the industry.
  • Make actionable recommendations for the future, informed by key stakeholders.

The review will assess:

  • The current state of the gas industry and its evolution over the past decade.
  • Changes in engineer attitudes, behaviours, and motivations.
  • Views on training, skills, and competence.
  • Anticipated future challenges, including new technologies, an ageing workforce, new fuels, and government policies.

Background

This review builds on a previous Decade Review conducted by Accent in 2017 for Capita, which used online surveys, focus groups, and interviews to cover the industry, engineers, training, and future outlook.

Methodology

Engineer Survey

  • Target Audience: Registered gas engineers, those working downstream of the meter, training bodies, manufacturers, energy companies, and others.
  • Content: Open and closed questions on industry changes, gas safety, challenges, influencers, GSR performance, and future issues.
  • Additional Topics: New questions on changing building regulations, the Future Homes Standard, and other relevant developments.
  • Status: Survey is live and closes on 3rd October (may be extended). Average completion time is ~15 minutes.

  • Method: question based survey distributed by YouGov to a UK consumer group (2,000 people).

  • Format: Five online workshops, one for each devolved UK nation/region (England – small and large businesses, Scotland, Wales, Northern Ireland).
  • Purpose: To gather richer, region-specific insights and ensure all areas are represented.

Technical & Safety Bulletin ; Interconnection of Low Voltage AC Networks (Grid domestic supply) and 110V Metering Supply 

On 08 /07/2025 the REC uploaded the following technical and safety bulletins to the Metering Hub on the REC portal

Interconnection of Low Voltage AC Networks (Grid domestic supply) and 110V Metering Supply

Purpose

This safety bulletin alerts staff working on high-voltage (HV) metered or large low-voltage (LV) supplies using electronic meters about the risks of unintentional interconnection between auxiliary supplies and main metering voltage supplies.

Key Risk

  • An incident occurred where a staff member received an electric shock while working on a dead and isolated LVAC board.
  • Investigation revealed a floating voltage on the neutral bus bar due to a failed isolation within a meter, which created a path between the 110V voltage transformer (VT) supply and the LVAC network.
  • This was caused by either a manufacturing defect or meter failure.

Technical Findings

  • The HV meters on two 33kV Network Rail feeders were replaced in 2021 and required a separate auxiliary supply, which was incorrectly connected to the panel lighting circuit.
  • The neutral supply was switched (4-pole), so the voltage had no return path and floated on the neutral.

Standards & Recommendations

  • Integrated electronic devices (IEDs) such as meters, relays, and transducers must not use 240V auxiliary supplies.
  • Auxiliary supplies should be sourced from:
    • 110V DC systems, or
    • 110V AC centre-tapped transformers (as per ETS 05-1501 specification).
  • Any non-compliant setups should be reported via AIRLine and corrected through a work order.

Actions Required

  • Be alert to potential internal isolation failures in devices.
  • Ensure all meter and IED supplies comply with relevant standards.
  • Record any modifications on site drawings and apply appropriate warning labels.
  • Line managers must ensure staff are briefed within the specified timeframe (1 week marked as completed).
