SEC Change Consultations

The following SEC modifications are currently out for consultation:

MP252 ‘Amending the process for Communications Hub returns’

MP252 proposes to allow any SEC Party to return Communications Hubs to the DCC using the current method via the CSPs. There will be process changes to the DSP and DCC Service Management System (DSMS) with additional validation. This will provide three possible routes for the Communications Hub return records to be created in DSMS. There will be a new DUIS error code associated with SRVs 8.14.3 and 8.14.4, which will require DCC Users to move to the new version of DUIS. DCC Users not on this new version of DUIS will get an overloaded or existing error.

MP277 proposes to implement a Virtual Routing & Forwarding (VRF) component and new virtual Firewall for each cloud connected DCC Gateway Party. The Firewall will route traffic between each DCC Gateway Party’s VRF and the associated Smart Metering Equipment Technical Specifications (SMETS)2 VRF. The Firewall would only allow a DCC Gateway Party to access the DSP, Trusted Service Provider (TSP), testing environments and Service Now (SNOW). The Proposed Solution will also provide the option for prospective, new and existing DCC Users to connect to the DCC through a virtual DCC Gateway Connection by selecting a virtual connection from the DSP Service Catalogue. In addition, the DCC will likely need to make changes to the DCC Charging Statement to reflect costs associated with a virtual DCC Gateway Connection.

DCP419 Pre-Notifications of Planned Supply De-Energisations (REC Issue I0216)

DCUSA change DCP419 – Pre-Notifications of Planned Supply De-Energisations is looking to place obligations on any Party or agent to update the DNO before any planned de-energisation or communications interruptions on sites with a Smart Meter. This is to allow DNOs to be able to manage any off-supply notifications.

I0216 – REC Changes to tie in with DCP419 has been raised to make the appropriate changes to the REC in due course, but for now, discussions are being led by DCUSA through a DCP419 working group. MOAs and SIPs, or any Market Participant with an interest in I0216, are invited to attend the DCP419 working group.

Ofgem, energy suppliers and consumer groups back major new advertising campaign calling for customers with RTS meters to upgrade now .

Ofgem, along with energy suppliers and consumer groups, has launched a new advertising campaign urging customers with Radio Teleswitch Service (RTS) meters to upgrade to newer meters. The campaign highlights the importance of upgrading before the RTS signal is switched off on June 30, 2025.

RTS meters, which were introduced in the 1980s, use radio signals to switch between peak and off-peak rates. The campaign aims to ensure that customers book their meter upgrade as soon as they are contacted by their energy supplier to avoid potential issues with heating, hot water, and higher bills.

A longer-form film is available on Ofgem’s website. This provides more information about RTS meters to help households and businesses identify if they have an RTS meter.  

The RTS Taskforce includes Ofgem, Energy UK, energy suppliers, District Network Operators, Smart Energy GB, government and consumer groups. Taskforce members have signed up to the RTS Call to Action, a commitment to work together to replace RTS meters across Great Britain.
